A hydrant that exists for one reason: dogs mark vertical objects, and if you do not give them one, they will use your benches.

That is the practical case for it. Putting a hydrant in gives the behavior somewhere to go, which keeps it off the seating, the waste station and the agility equipment. It also does the obvious visual job — nothing says "dog park" faster from the parking lot.
